The North Carolina State Lottery Act and the Appropriations Act were enacted by Governor Mike Easley in 2005, establishing the North Carolina government, which manages the NC Education lottery. In the same year, the North Carolina Education Lottery was established. To help them, the state’s education receives a direct benefit from the NC lottery net. The money students win from the lottery is used to pay for the expenses associated with school-provided transportation, such as bus drivers’ salaries, fuel, and other related expenses.
In accordance with the need, the lottery revenue is also used for college financial aid, non-instructional support staff, pre-kindergarten for at-risk four-year-olds, and school building. The State Lottery Act determines how every dollar is spent. The General Assembly’s Program Evaluation Division reported in 2017 that lottery sales and funding have increased annually. The State Lottery Commission’s funding was distributed as follows in the 2005 legislation: 50% will go toward class size reduction, 40% will go toward building new schools, and 10% will go toward scholarships.
In 2018, 57 percent of the money raised by the NC Education Lottery went to non-teaching staff, 19 percent went toward building new schools, 12 percent went toward early childhood education, 6 percent went toward LEA transportation, 4 percent went toward scholarships, and 2 percent went toward need-based financial aid. Retailers receive a seven percent fee, while the winners receive a fifty percent award. The North Carolina Education Lottery will send you an electronic lump sum payment on the same day if you win the lottery.
