The North Carolina State Lottery Act and the Appropriations Act were enacted by Governor Mike Easley in 2005, establishing the North Carolina government, which manages the NC Education lottery. In 2018, 57 percent of the money raised by the NC Education Lottery went to non-teaching staff, 19 percent went toward building new schools, 12 percent went toward early childhood education, 6 percent went toward LEA transportation, 4 percent went toward scholarships, and 2 percent went toward need-based financial aid. Retailers receive a seven percent fee, while the winners receive a fifty percent award. The North Carolina Education Lottery will send you an electronic lump sum payment on the same day if you win the lottery.
